Can the plan still be changed after re-measurement?

Yes, but there are two categories: changes that do not affect the structure, such as door panel color, handles, and internal shelves, have a relatively small impact; changes to cabinet body dimensions or position, or adding cabinet bodies, amount to redoing the design and production scheduling, and the lead time is recalculated from confirmation of the change. During the re-measurement stage, it is recommended to finalize sockets, cutouts, and handle direction all at once.
